Visibility of Actions

An action is visible to the user in the Actions view if:

 a)          its publishing is connected to a parent element to which the user has at least viewing rights,

 b)          the user has created the action him/herself and published it with the "Author" option,

 c)          the action is published to everyone, or

 d)          the action is published to a limited group of users and the user is a member of that group.

Note that administrator users can view all the actions.
